FEMA to Recompete $100M Grant Support Contract This Fall

FEMA is preparing to recompete a long-term contract supporting its Grant Programs Directorate (GPD). The agency will issue a new Blanket Purchase Agreement (BPA) this November under NAICS 541611, fully set aside for 8(a) small businesses. The anticipated performance period runs through May 2031, and the estimated ceiling is $50M to $100M.

The work covers a full range of grant programmatic, administrative, and technical support services, including:
Supporting and tracking grant lifecycle activities
Developing analytical tools and management strategies
Enhancing compliance and reporting functions
Planning and delivering meetings, outreach, and stakeholder engagement
